The ceremony also included representatives of EVN, PVN, VEA, leading energy experts in Vietnam and numerous news agencies.
Previously, considering the proposal of the Ministry of Industry and Trade in official dispatch No. 3423/BCT – DL issued on June 6, 2019 on detailed survey plan of the offshore Kega cape, Binh Thuan, Deputy Prime Minister Trinh Dinh Dung has a directive.
Specifically, the Deputy Prime Minister assigned the Ministry of Industry and Trade to consider and decide to approve the survey plan of Enterprize Energy Group and allow Enterprize Energy to conduct the survey in accordance with the Prime Minister’s direction in the official document No 621/VPCP – QHQT issued on January 22, 2019 of the Government Office.
The Deputy Prime Minister also directed Binh Thuan Provincial People’s Committee to host and coordinate with Ministries of Industry and Trade, National Defense, Transport and related agencies to monitor Enterprize Energy’s survey activities, ensuring land and marine security, national security and does not affect the ecological environment, marine resources …, while ensuring security and safety for survey activities.
On the basis of comments from the ministries, departments and localities on 12/6/2019, the Ministry of Industry and Trade has issued the official document No. 4146/BCT – DL, in principle agreed, allowing Enterprize Energy Group to conduct a detailed survey according to document No. 01/EEVN issued on March 11, 2019, in the offshore Kega cape area, Binh Thuan.
Detailed survey plan includes the following contents:
Survey and collecting wind resource data: Measurement time: deployed for a minimum of 12 months. Wind data will be collected from meteorological columns on Phy Quy island and an anemometer installed on an oil drilling rigs close to the wind power project area, and potentially also on floating buoys. The observation parameters: direction of the wind, wind speed. Wind altitude data: Eleva1tion of the wind up to 200m above sea level. Observation parameters are recorded automatically; the maximum/minimum values must be recorded during the observation process.
Survey of the migration activities of seabirds, mammals and megafauna survey : Using Aerial High-resolution imagery and data analysis scope at an altitude of 243 – 609m. The aerial survey will be conducted in 4 seasons, the duration of each survey will last from 1 to 3 days, each day the survey will only last 5 to 10 hours per day.
Geophysical survey: conducted in the transmission cables area and offshore wind field development area including seabed depth measurement, seabed topography survey, shallow seismic measurement and magnetic survey.
Project geological survey: conduct drilling, sampling, conducting field experiments and on-shore sampling with a limited number of boreholes for the initial appraisal in wind development area (The depth of drilling holes may be up to 80m under the seabed) to assess the seabed geological conditions.
Research and environmental survey (Underwater survey, marine ecological survey...)
The offshore wind farm is expected to be built offshore Kega Cape at an estimated distance of 20km to 50km from the shore, average wind speed of 9.5m/s. Total survey area: 2800 km2, of which the project area is 2000km2 and the underwater cable transmission area is 800 km2. The actual area to implement the project only accounts for 25-30% of the survey area.
Mr. Ian Hatton, president of Enterprize Energy Group, said after receiving the Official Survey License, the company’s goal would be to simultaneously carry out surveys and make additional planning reports, environment reports, feasibility reports of the project to ensure:
Phase I of Thang Long Wind project will be connected to the electric grid at the end of 2022, early 2023 with a capacity of 600MW, 64 wind turbines. The next phases of the project are Thang Long Wind II, Thang Long Wind III, Thang Long Wind IV, Thang Long Wind V, Thang Long Wind VI will be put in operation from 2023-2027 in turn with a capacity of between 400MW to 600 MW each, to reach the total capacity of the project of 3,400 MW. The total investment capital of the project is approximately 11.9 billion USD, not including the investment for connecting to the national electricity system.
At the ceremony, investors are the leading units in the fields of finance, design consultancy, energy, communication, mechanics, from abroad and within Vietnam to implement the project and also introduce to everyone.

Thang Long Wind – A new breakthrough for Vietnam’s economy
On November 25, 2015, the Prime Minister issued Decision No. 2068/ QD-TTG approving Vietnam’s renewable energy development strategy to 2030, with a vision to 2050.
Based on this policy, Thang Long Wind project – Offshore Kega cape, Binh Thuan, was introduced. In fact, the investment of constructing wind farm offshore Kega cape has been cherished and researched by Enterprize Energy investors for many years. The company’s research show promising results on a sea area of more than 2000 km2, 20km offshore from Kega cape.
The turbines used in the project may have different capacities, of which the first wind turbines have a capacity of 9.5MW. During the construction of each phase, the capacity of the turbines will increase during the development of wind turbine technology, Vietnam can become a country with wind power projects with the most advanced technology in the world.
