Achievements of Industry and Trade sector after 30 years of re-establishing Binh Thuan province (1992 - 2022)

After the province was separated up, in April 2008, Binh Thuan’s Department of Industry and Trade was established on the basis of merging the Department of Industry and Department of Trade. It can be said that this is the period when Binh Thuan’s Industry and Trade sector achieved many remarkable achievements, specifically:

On the field of industry

A number of large enterprises have been formed and played a key role in the production activities of the sector. In the last 10 years, Binh Thuan's industry has always grown at a higher rate than the national average. In the period of 2006-2010, industrial development is the top key task to focus on leading, directing and promptly removing obstacles and difficulties for investors and businesses, so industrial production has made the breakthrough development. The industry's internal structure changed in a positive direction, especially rapidly increasing the proportion of electricity production. Advantageous products continue to affirm their position in the market and grow rapidly such as processed seafood, Vinh Hao mineral water, industrial salt. A number of new products were formed: wind power, solar power, plastic composite, interior decoration furniture, color-plated tole, adhesive paper, titanium mineral processing...

To gradually form industrial parks and clusters in the direction of attracting industries associated with raw material areas and advantages of each locality. Some traditional occupations were restored and new occupations were introduced. Industrial clusters - handicrafts and rural craft villages are being more and more formed in the localities.

From the re-establishment of the province to 2002, the construction of the province's first Industrial Park (IP) started in Phan Thiet with an area of phase 1 of 68 hectares. In the period 2002 - 2012, 07 industrial parks (Phan Thiet 2 Industrial Park, Ham Kiem 1,2, Tan Duc, Son My 1, 2 and Tuy Phong) were approved by the Government for investment. Up to now, the whole province has planned 09 industrial parks with a total area of 3,003.43 hectares, mainly concentrated in the southern region of the province. There have been 05 industrial parks in operation (Phan Thiet 1, 2; Ham Kiet 1, 2; Song Binh), attracting 89 investment projects (including 28 FDI projects), with a total investment capital of 16,192. 54 billion VND and 231.08 million USD, the leased area is 277.74/734.9 ha, reaching the rate of 37.79% of the area of industrial parks that have been invested with infrastructure construction; in which, 64 enterprises have been put into production and business activities, focusing mainly on processing, footwear production, carton packaging,

In 2006, the Provincial People's Committee approved the Project "Planning on development of industrial clusters - handicrafts and rural craft villages in Binh Thuan province up to 2015" with the number of 33 industrial clusters (ICs), a total of 33 industrial clusters (ICs) with area of 946.7 ha. In the period 2006 - 2016, 16 ICs have been established to arrange the production places for organizations and enterprises to operate. Up to now, there are 36 planned industrial parks with a total area of 1,182.8 ha; in which, 28/36 ICs were established; There are 05 industrial clusters with relatively completed infrastructure, including Phu Hai, Nam Cang (Phan Thiet city), Thang Hai 1 (Ham Tan district), Nam Ha and Nam Ha 2 industrial park (Duc Linh). The province has 27 attractive industrial parks, arranging more than 173 investment projects with a total area of 268.2 hectares, accounting for about 35.66% of industrial land area, creating jobs for 8,250 local workers.

The province's agricultural, forestry and fishery processing sector is basically stable and has made good progress. Since the early years of province separation, agricultural, forestry and fishery processing organizations are mainly state-owned production facilities, with outdated technology and equipment. After 20 years of development, there are about 394 agricultural, forestry and fishery production and trading organizations (including: processing, preliminary freezing, processing cashew nuts, rubber latex, wood processing, ...). Up to now, over 30 years, the province has 739 production and trading organizations for agricultural, forestry and fishery products; in which there are 25 seafood export processing enterprises, 24 agricultural product processing and export enterprises, focusing on developing the post-harvest preservation industry and promoting the development of the processing industry for advantageous products of the province such as processing frozen seafood, dried seafood, developing wine processing industry, Exporting seafood processing enterprises are gradually shifting from manual production to mechanization and modernizing equipment such as equipping conveyor belt freezing systems, cleaning systems, water bottling conveyor systems. automatic sauce, applying the advanced quality management program HACCP, BRC, Halal standards. The production capacity of the processing industry is gradually improved, basically meeting the goal of improving productivity, value and efficiency.

On the development of mining and processing industry of titanium: Implement Decision No. 1546/QD-TTg dated September 3, 2013 of the Prime Minister on Planning on area for exploration, mining, processing and using titanium ore in the period to 2020, with a vision to 2030, the Provincial People's Committee has approved the National Project "Titanium placer ore processing center" in Binh Thuan province. Now, there are 07 valid titanium mining licenses in the province, with a total licensed capacity of 369,653 tons KVN/year. In which, there are 03 permits for mining, 01 license is on hold, 01 permit has not yet commenced construction of the mine and 02 permits are returned. The province has prepared conditions to form 02 large-scale titanium placer ore processing areas in Song Binh Industrial Park (Bac Binh) about 300 hectares and 02 industrial zones in Ham Tan district, including: Thang Hai 1 about 50 hectares, Thang Hai 2 is about 40 hectares; 03 projects have been completed and put into operation (there are 02 projects of zircon powder grinding of 02 units (Tan Quang Cuong Trading Company Limited, Hai Tinh International Mineral Joint Venture Company) operating, creating zircon milled powder products with ZrO2 ≥ 65%, particle size ≤ 75 µm eligible for export as regulated; 03 projects have been approved for investment policy and are under construction (Project for production of titanium dioxide pigments with a total capacity of 10,000 tons of products/year in Tan Phuoc commune, La Gi town (La Gi industrial cluster). ); Project to produce titanium slag with a capacity of 12,000 tons/year in Hoa Thang commune, Bac Binh district (9.7ha) and Project to process ultra-fine zircon powder with investment capital of 20 million USD in Song Binh Industrial Park (4.8 ha); 01 Pigment TiO2 production project , with a capacity of 80,000 tons/year, was granted an investment certificate in Song Binh Industrial Park. In addition, there is Vinh Tan 3 thermal power plant (1,980 MW) under Vinh Tan Power Center under construction; Son My Power Center (LNG) with a total capacity of 02 plants of 4,500 MW is preparing for investment and is expected to start construction after 2022. There is one investor who is applying for a policy to supplement the planning and investing in the Ke Ga LNG gas thermal power project, with a capacity of 3,600 MW; 08 investors registered and proposed offshore wind power projects with a total capacity of 22,200 MW. Particularly in the field of offshore wind power, the Prime Minister and the Ministry of Industry and Trade have agreed to the policy of Enterprize Energy Group to research and survey the Thang Long Wind power project off Ke Ga cape (Ham Thuan Nam) with a capacity of proposed 3,400 MW; Currently, the investor has completed the formulation of the supplementary electricity planning and submitted it to the Ministry of Industry and Trade for appraisal.
